Open Recruitment Exception Requests

An exception to an open, competitive recruitment process is an exception to the recruitment policy. A waiver would allow a specific individual with unique skills to be hired without listing the position for open recruitment and advertisement. This exception should be rare and only considered when an individual has been identified who not only meets the qualifications of the position but exceeds them to the point of making that person uniquely qualified. An Internal Search targets multiple qualified individuals within Oklahoma State University without listing the position for external recruitment.

 

Prior to processing a requisition/position, please complete the appropriate waiver or internal search request form for review. The below descriptions will assist in determining the appropriate form to complete.


Waive Open Recruitment

An Internal Waiver of Recruitment request is an exception to the recruitment process allowing a specific individual currently employed at OSU who has unique skills which meet, but ideally exceed, the minimum qualifications to be hired without listing the position for open recruitment and advertisement. It is anticipated that this individual’s current position will be opened for recruitment. Please work with your HR Consultant to determine the appropriate PeopleAdmin action request.

 

An External Waiver of Recruitment request is an exception to the recruitment process allowing a specific individual not employed at OSU who has unique skills to be hired without listing the position for open recruitment and advertisement. The proposed candidate must meet minimum qualifications but would ideally exceed them and/or meet any preferred qualifications to justify them as uniquely qualified.

 

A Promotional Waiver request is an exception to the recruitment process allowing a specific individual currently employed at OSU who has unique skills to advance in classification, title, pay and scope of role. Candidate must meet minimum qualifications required in the new position. This individual’s current position will not be backfilled and is being processed as a reclassification in PeopleAdmin.

Regardless of the type of waiver requested, all waiver processes begin by completing the Request to Waive Open Recruitment Form. Please note that you will need the resume of the proposed candidate uploaded to this form. Once you have completed and submitted the form, it will be reviewed by University Human Resources and the requester listed on the form will be notified if the waiver has been approved or denied. If approved, you may work with your HR Consultant to make any appropriate updates in PeopleAdmin and opening the req as a Waiver Request in Cornerstone. If denied, you will need to process the requisition for open recruitment.

 

The Internal Search request begins by completing the Internal Search Request Form below. Once you have completed and submitted the form, it will be reviewed by University Human Resources and the requester listed on the form will be notified if the request has been approved or denied. If approved, you may work with your HR Consultant to make any appropriate updates in PeopleAdmin and opening the req as Internal Recruitment in Cornerstone. If denied, you will need to process the requisition for open recruitment.
